Ganja in the PM’s Dept: Two told to enter defence

KUALA LUMPUR: Two men charged with trafficking 705.58g of cannabis in the Prime Minister’s Department four years ago have been called by the High Court to enter their defence.

High Court judge Justice Lim Yee Lan handed down her ruling Thursday at the end of the prosecution case which saw 11 witnesses testifying against both the accused.

She ruled that both Mohd Noor Adamiah Zakaria, 25, and Mohamed Iqbal Aminallah, 42, had joint physical custody and knowledge of the drugs, and that there was no break in the chain of evidence in the case against them.

“Based on these, I find that that the accused had joint possession of the drugs, and they are considered as having the intention of trafficking it as charged, unless proved otherwise.

“After examining the credibility of all 11 witnesses and considering the inference, the court finds that there is a prima facie case against them. This court calls the accused to enter their defence as charged,” she said.

The two were jointly charged with having in their possession 705.58g of cannabis, with the intention of trafficking it at the stairwell of the Economic Planning Unit (EPU) building at the Prime Minister’s Department at about 6.30pm on April 20, 2005.

This amounts to an offence under Section 39B(1)(a) of the Dangerous Drugs Act 1952, and if convicted, they will face the gallows.

Heading the prosecution is Deputy Public Prosecutor Mohamad Mustaffa P. Kunyalam, while Abdul Rashid Abdul Rahman and Datuk Hanif Hashim acted as counsel for Mohd Noor Adamiah and Mohamed Iqbal respectively.

The court fixed Oct 9 to hear their defence.

Fears over cancer vaccine as schoolgirl dies

LONDON, England (CNN) -- The death of a 14-year-old girl in England after she received a vaccination for Human Papilloma virus (HPV) has prompted a widespread freeze on the country's national vaccination program.

Millions of girls have received vaccinations for HPV since 2008, the virus that causes 99 percent of cervical cancers.

More than 1.4 million girls have received the vaccination in England since the National Health Service (NHS) started administering it in September 2008.
Natalie Morton's sudden death Monday occurred within hours after she received a shot of the vaccine Cervarix at the NHS at her school in Coventry.
Three other girls at the Blue Coat Church of England school suffered mild symptoms of dizziness and nausea after receiving the vaccine, according to media reports.
It remains unclear if the vaccine caused Morton's death. Only an autopsy will be able to determine the exactly cause of death.
Glaxo Smith Kline, the manufacturer of Cervarix, issued a recall of the batch of vaccine used in Coventry as a "precautionary measure."
"At this stage the cause of this tragic death is unknown," the company said in a statement posted on their Web site.
"Following immediate quarantine of the batch involved last night, we have taken the decision to voluntarily recall this batch as a further precautionary measure while the investigation into the circumstances surrounding Natalie's death is conducted."
On Tuesday several NHS clinics and schools indefinitely postponed immunizations.

"As a purely precautionary measure, we have asked the NHS to quarantine all stocks of HPV vaccine from the batch related to this case," a spokesperson for the NHS said.
"Where the local NHS has supplies of vaccine from other production batches, they should continue with the vaccination program."

The seven corruption charges of money politics and vote-buying which the UMNO Disciplinary Board had preferred against Isa are:

* Allowed his political secretary Mohd Salim Sharif to pay RM300 to each delegate from the Telok Kemang division to the Umno General Assembly on or about September 2004;
* Allowed his agents to pay various amounts of money to delegates from the Cameron Highlands, Kuala Lipis and Bentong divisons to the UMNO General Assembly on September 11.
* Allowed his agents to pay RM1,000 each to delegates to the Umno General Assembly at the Crown Princess Hotel at 11 pm on September 22 and the morning of September 23.
* Permitted his agents to pay RM1,000 each to delegates to the Umno General Assembly at or about 1 am on Sept 23 at the Pan Pacific Hotel, Kuala Lumpur.
* Allowed his agents to pay various sums of money to Sabah delegates to the Umno General Assembly about 1 am on Sept 23 at the Legend Hotel, Kuala Lumpur.
* Allowed his agents to pay RM300 to Sabah Umno delegates at the Tanjung Aru Golf Club and the ‘Kandarah” Court, both of which are in Sabah in early September.
* Allowed his agents to pay RM300 to Kedah Umno delegates at Holiday Villa Hotel, Alor Star and Kelab Cinta Sayang, Sungai Petani around two to three weeks before the 2004 Umno General Assembly.

I'd say the amount above is just chicken feed (for UMNO's benchmark).

I am glad this Isa is out. Yes, Mahathir handpicked him as a promising star way back then. I did not share Mahathir’s enthusiasm then, and events have proved that my assessment is correct. On a personal point, when Mahathir was considering Isa to be the chief minister of my state, there were two other top contenders. Both were my classmates at Tuanku Muhammad School, Kuala Pilah. Both were excellent, smart, and more importantly, politically adroit with the kampong folks. They had their ears to the ground. Either of the two would have been a great MB. Instead, Mahathir opted for Isa. Mark that down as another negative for Mahathir, his poor talent-spotting ability. I elaborated on this deficiency of Mahathir in my first book.

PEKAN: Datuk Seri Abdullah Ahmad Badawi said Monday Umno Vice-President Tan Sri Mohd Isa Abdul Samad, who was found guilty of indulging in money politics should step down from all party posts.

The Prime Minister and Umno President said that he was sad because Mohd Isa was involved in money politics during the party leadership elections in September last year.

"I'm also sad that Isa was involved in money politics and that he had been punished by the (Umno) Disciplinary Board.

"As such, he has to step down from all posts in the party," he told reporters after visiting the Defence Technologies Bhd (DEFTECH) factory, here.

The Umno Disciplinary Board announced officially Monday, Mohd Isa's suspension from the party for six years.

Also present at the factory visit was Deputy Prime Minister Datuk Seri Najib Tun Razak.

"However, he (Isa) can still file an appeal. I hope he can make his appeal immediately," Abdullah said.

The Prime Minister said that to his knowledge, the Disciplinary Board had arrived at the decision after considering all the facts and information received on the matter.

On Isa's position in the cabinet as Minister of Federal Territories, Abdullah said: "This does not arise at the moment because he has to file an appeal (regarding the party post)."

Asked about the possibility of a Cabinet reshuffle in the event that Isa's appeal is rejected, Abdullah declined comment, saying: "It's a speculative question."-Bernama

In KUALA LUMPUR, the Board said it started its investigations into the breach of the party's code of ethics by Isa last October.

Chairman Tengku Tan Sri Ahmad Rithauddeen Tengku Ismail said the misconduct by Mohd Isa was also discussed in detail over two to three weeks before he was called to answer the charges last Thursday.

Asked about the decision to suspend Isa that was adopted by the board in what was regarded as a short time, Rithauddeen said the period was sufficient to scrutinise the 30 complaints against Isa and his testimony.

"On June 23, they (the members of the board) heard the case of Isa and completed the hearing before the Maghrib (prayers) at 5 pm.

After the Maghrib (prayers), they evaluated the testimony and evidence given by complainants until midnight. After evaluating the evidence, they made their decision.

Rithauddeen said Isa was found to have breached Article 2, 2.1, 2.2 and Article 5 of the Umno Members' Code of Ethics.

Article 2, 2.1 and 2.2, which relates to abuse of authority and money, among other things says:

* Party members are prohibited from abusing any authority vested in them for the purpose of garnering votes or support or using influence in any party election for themselves or others or persuading against voting for anyone in the party elections.

* Party members are prohibited from giving or receiving or allowing their wives, children or anyone else from giving or receiving on their behalf, directly or indirectly, any gifts or money from or to any Umno member:

a) regardless whether the giving of the gift is connected in whatever way to the party election.

b) regardless whether it is in the form of money, material, free fare, transport facility, service, entertainment or any other benefit, apparent or otherwise.

Article 5, which relates to functions and meetings, among other things says:

* Party members are prohibited from organising any gathering, meeting, reception and any function involving Umno members in connection with any election for any party post.

Asked how many times Isa was called to present himself before the board and whether the period of one hour and 45 minutes before the Board last Thursday was sufficient, Rithauddeen said:

"Only once ... I feel there was no problem ... how long do you want it?"

The Board's Deputy Chairman, Tan Sri Zaki Tun Azmi, elaborated by saying that before concluding an investigation, the board would ask the accused whether he wanted to submit any other defence, present any other witness or give any more evidence.

"... if he wants to seek a postponement and call fresh witnesses or add evidence, we allow that. We always allow the accused to provide testimony to his satisfaction."

Rithauddeen said the penalty imposed on Isa was proportionate to the offence.- Bernama

Somaliland politicians began punching each other in parliament after officials announced a motion to impeach the president could be debated.

A BBC reporter in parliament says some MPs began muttering, then shouting and it quickly descended into a fist-fight as the politicians exchanged punches.

Eyewitnesses said one MP drew a gun, but no shots were fired.

Analysts say relations between the political parties have been acrimonious since the delay of presidential polls.

Opposition provoked

The BBC's Ahmed Said Egeh in the Somaliland capital, Hargeisa, says police had to enter the chamber on Tuesday morning to restore order.

The election was supposed to be held on 27 September but it was postponed because of a new voters' registration list - the first one to be compiled since Somaliland was formed in 1991.

There were complaints about irregularities in its composition, so the vote was delayed by the electoral authorities.

However, Somaliland's two opposition parties are adamant that the election should go ahead using the list.

President Dahir Riyale Kahin's government has suggested the vote go ahead at a later date without a voters' registration list - which has provoked the opposition to start impeach proceedings.

Somaliland, which is not recognised internationally, has formed its own hybrid system of governance consisting of a lower house of elected representatives, and an upper house which incorporated the elders of tribal clans.

OMG! Not another report card! In a PRINTED mainstream media (MSM) some more!

Well, to be fair, it's a 'B' inside.

Will the ~~hawt~~ CEO of Malaysian Today, Jessie Soon, be demoted soon (pun not intended), for trying to hard to be like RPK's Malaysia Today?

To give her some credit, she did get some 'balanced' view, like this chap, who looks more like a good potential MCA leader than a mass comm graduate in the future.

Name and identity have been removed.

But how about the other students who rated Jibby less favourably? All will kena 'ISA'?. All kena lokap for 2 days then released for being 'sorry'? You know, they have been a surge in the cases of university students being arrested in UM (the conteng Dotty kat dinding case, 'cemar' Islam case) , UPM (evangelism case)...

Rais warns of legal action against errant private groups and bloggers

KUALA LUMPUR: The Information, Communications, Culture and Arts Ministry will use a “diplomatic approach” in dealing with private media corporations and bloggers.

Minister Datuk Seri Dr Rais Yatim said the ministry preferred to take follow-up efforts than legal action against those who have violated the laws.

He said they, however, have to act against the hardcore perpetrators.

“Those who have broken the laws have to face legal action. If we do not act on them, it is the fault of the administration.

“But I stress that using legal action will be our last resort,’’ he said.

He told reporters this yesterday after taking over duties from Datuk Ahmad Shabery Cheek, who has been appointed Youth and Sports Minister.

Dr Rais, who is the former foreign minister, said he would study the current circumstances and find ways to work closer with private media groups and bloggers.

For this, he said a seminar on the Communications and Multimedia Act 1998 and Malaysian Communications and Multimedia Commission Act 1998 would be organised for journalists and bloggers.

The seminar will enable them to know the dos and don’ts under the acts, he said.

He said combining information and communications under one ministry would enable better efforts in enforcing the two laws.

“We want them to know that we have to take action if something happens,’’ he said, adding that the Bar Council would be invited to help organise the event.

Dr Rais also called on the private broadcast media stations to be pro-active in helping to develop the society and country.

He said some private television and radio stations had failed to adhere to laws that required them to play patriotic songs.

“Most of them are more concerned in making profit,’’ he said.

Dr Rais, who was the information minister from 1984 to 1986, said he would look into the contents of programmes provided by RTM and do the necessary rescheduling to attract more young viewers.

The Story of Fiji; Sounds Familiar?

As Fiji's armed forces strengthen their control over the troubled South Pacific archipelago, there are warnings the country risks further international isolation and economic hardship as democracy continues to fade.

A turbulent week has seen the military government that seized power in 2006 declared illegal by a panel of senior judges, which prompted an ailing president to tear up the constitution, sack the judiciary and reinstate army strongman Commodore Frank Bainimarama.

"The country's about to fall off a cliff," Professor Helen Ware from Australia's University of New England told the BBC.

"They're going to be in an impossible situation, they don't have a constitution, or a legally constituted government or any obvious way of getting themselves back onto the straight and narrow."

For almost a decade Commodore Bainimarama, an indigenous Fijian, has been a mighty figure in domestic politics.

As head of the country's most powerful organisation, the military, he guided Fiji through the chaos of a nationalist uprising in 2000, only to eventually turn on the man he helped to become prime minister in that uncertain post-coup period, Laisenia Qarase, a retired banker.

Ethnic tensions

The Qarase government, accused of dishonesty and of discriminating against Fiji's ethnic Indian minority, was ousted by Bainimarama's troops in December 2006.

"I think he [Cmdr Bainimarama] is genuine in his views about both racism and corruption," explained Prof Ware.

"Fiji's always had a difficulty in balancing the rights of the native Fijians against the Indians who were originally brought in as indentured labourers.

"Like many people who lead coups, they don't necessarily start off with bad motives."

The army commander, a former UN peacekeeper, has repeatedly resisted international calls to set a timetable for fresh elections, insisting that before democracy is restored, he must cleanse a rotten political system and to create a fairer, multi-racial society.

But more than two years after becoming interim prime minister, Commodore Bainimarama's plans appear vague and worryingly open-ended.

Critics will ask if such a forceful character would be able to hand power back fully to an elected civilian.

His close ally, President Ratu Josefa Iloilo, has indicated that the military administration will serve for another five years and that Fijians will not get the chance to choose their own destiny at the ballot box until September 2014.

Australia's Foreign Minister Stephen Smith said recent events had made Fiji even more of a diplomatic outcast.

"They further isolate Fiji from the international community, they run the very grave risk of Fiji's economic and social circumstances further deteriorating and, of course, to suggest that an election will be held in 2014 is nothing more than a sham," Mr Smith said.

Canberra expects Fiji to be formally suspended from both the Pacific Islands Forum and the Commonwealth.

However, Daryl Tarte, chairman of the Fiji Media Council, believes such steps would simply amount to gesture politics.

"I don't think there is anything the international community can do," he told the BBC News website from his home in the Fijian capital, Suva.

"This is something we have to deal with ourselves here in Fiji."

Press curtailed

There is likely to be little, if any, public dissent against the country's new order, but under emergency measures military censors have moved in to stop the press publishing stories that could cause "disorder" or "promote disaffection or public alarm."

"It is tragic as far as the media is concerned," said Mr Tarte.

"The Bill of Rights no longer exists and that means we no longer have the right freedom of speech and freedom of expression.

"The media are all being censored."

Commodore Bainimarama has promised the people a "fresh start", but Fijians will no doubt wonder where his authoritarian style is taking them and their fragile country.

Iran has one of the most vibrant blogging communities in the world - despite government boasts that it blocks five million websites. The BBC's Jon Leyne in Tehran is spending the day with bloggers to see what makes them tick.

Tehran blogger Jadi says his website is blocked inside Iran

With much of the official media controlled by the government or hardline conservatives, the internet has become the favoured way of communicating for Iran's well-educated and inquisitive younger generation.

Go online in Iran and you will find blogs or websites covering every topic under the sun.

Politics, of course, but also the arts, Hollywood cinema, women's issues, women's sport, pop music. Whisper it quietly, there is even an online dating scene in the Islamic Republic.

Day-by-day there is an intriguing cyber-war, as the government wrestles for control of the internet, and Iran's bloggers wrestle it back.

Iran hosts around 65,000 bloggers, and has around 22 million internet users. Not bad for a country in which some remote areas do not yet have mains electricity.

Even some journalists who work in the mainstream media use the internet to publish articles they can not get past their newspaper or programme editors, or the official censors.

Blogosphere targeted

The real attraction for bloggers, in this claustrophobic political climate, is that someone is listening.

That is the view of Seyed Vahid Aqili, assistant professor of mass communications as Islamic Azad University in Tehran.

"The young generation now have access to the world, to express their ideas and their beliefs and their attitudes. The internet is a good vehicle to let people express themselves," he says.

Life online in Iran is simply complete divorced from anything you see or hear in the official media

Even on the internet, though, free speech in Iran is limited.

Amir used to write a political blog. While he insists he did not include anything "offensive", one day he switched on his computer, to find his blog had been blocked by the authorities, just for daring to discuss politics.

To get around the restrictions, many websites are forced regularly to change their internet address.

Internet users in Iran learn to download anti-filtering software and other technology to beat the restrictions.

Authorities worried

There are also some recent reports of bloggers having been arrested, though the facts are hard to pin down.

And a few months ago, parliament began considering a law that could impose the death penalty on bloggers found guilty of using the web to spread corruption, prostitution or apostasy.

It is not clear what progress the bill has made.

Yet, sometimes government attempts to control the internet are strangely half-hearted.

An ordinance recently urging bloggers to register with the Ministry of Culture and Islamic Guidance was quietly dropped after few people complied.

President Ahmadinejad has his own blog

Perhaps the authorities realise that screwing the lid down too tight could be counter-productive.

Nevertheless the authorities are clearly worried by the impact of the internet on the Islamic society and culture they work to foster.

In a recent publication, the Revolutionary Guards complained of "internet imperialism" and warned that the CIA was trying to use the internet to provoke a "velvet revolution" in Iran.

They accused international media, including the BBC, CNN and The New York Times, as being part of this conspiracy.

Yet the striking thing about the internet in Iran is how un-political it is.

Life online in Iran is simply complete divorced from anything you see or hear in the official media.

"The majority of blogs focus on social matters, art topics, personal diaries, poems, and commentary on topics ranging from arts to cinema and music," said Dr Aqili.

"Most bloggers just want to express their ideas and their private lives to their friends," said Amir.

"It's something the youth in Iran need, because they do not have any special entertainment or hobby. And they cannot say anything freely."

'Devil's instrument'

But even if there is no direct political threat to the government, what takes place on the Iranian internet does provide a fascinating commentary on Iranian society.

It is not a picture the defenders of the revolution may be so happy about.

Take pop and rock music. Playing the electric guitar in public is banned (the devil's instrument!). Singing in English is a definite No. As for women singing solo - forget about it.

So all of this has gone underground, online.

Iran's Revolutionary Guards are to get their own blogs

The hundreds or possibly thousands of Iranian bands distribute their music on the internet, with everything from heavy metal to trance music. And everyday you can hear the music played on tape machines in taxis across Tehran.

Not that Iran's rock music generation have a monopoly on the internet.

The government recently announced plans to launch 10,000 weblogs for 10,000 bases of the Basij - the militia arm of the Revolutionary Guards.

Already the religious capital of Qom is one of the best connected cities in Iran. Clerics research Islam, and publish their findings on numerous religious websites.

The government also promotes its ideas on the web. News about President Mahmoud Ahmadinejad often emerges first on his own personal website.

Iran has often lived under a siege mentality since the Islamic Revolution three decades ago.

Satellite TV dishes are banned. International credit cards are useless in the country. Political, religious and military leaders caution the dangers from abroad, and warn of the danger of attack.

Abhisit Vejjajiva hails from a wealthy family of Thai-Chinese
origin
Abhisit Vejjajiva
is the English-born, Oxford-educated 44-year-old leader of Thailand's opposition
Democrat Party.
Young and photogenic, though by no means dynamic, he has a reputation for
"clean politics".
Distinctly upper-class, Mr Abhisit hails from a wealthy family of
Thai-Chinese origin. Both his parents were medical professors.
He was born in the British city of Newcastle in 1964 and educated at
England's top public school, Eton. He then went on to gain a degree in politics,
philosophy and economics (PPE) at Oxford University.
Mr Abhisit's support is drawn mainly from southern Thailand and from
Bangkok's educated middle-classes. He has had less success in attracting the
support of working class and rural Thais.
In 1992, Mr Abhisit joined Thailand's oldest party, the Democrats and, at the
age of 27, entered parliament as one of its youngest ever members. Having tried
and failed to become party leader in 2001, he eventually got the post in 2005.
Championing a raft of populist policies, Mr Abhisit campaigned under the
slogan "Putting People First".
Anti-corruption platform
While not entirely ditching the liberal reforms of "Thaksinomics" - a term
used to refer to the economic set of policies of exiled former Prime Minister
Thaksin Shinawatra - he has argued for a more statist approach.
Among other things, Mr Abhisit has advocated free healthcare, a higher
minimum wage, and free education, textbooks and milk for nursery-school
children.

Mr Abhisit opposed the Thai military when it overthrew Thaksin
Shinawatra
He has also been a consistent campaigner against corruption.
When Mr Thaksin called a snap election in February 2006, Mr Abhisit said he
was "prepared to become a prime minister who adheres to the principle of good
governance and ethics, not authoritarianism".
Later that year, he opposed the military when it overthrew Mr Thaksin in a
coup.
"We cannot and do not support any kind of extra-constitutional change, but it
is done. The country has to move forward and the best way forward is for the
coup leaders to quickly return power to the people and carry out the reforms
they promised", he said at the time.
The patrician also expects high standards of probity from his party and any
government he would lead.
Going beyond the current transparency rules for Thai MPs, he would require
all future Democrat Party representatives to declare their assets and any
involvement in private companies. Currently, those measures apply only to
cabinet members.
Academic
Before entering parliament, Mr Abhisit had a brief academic career. After
Oxford, he taught at Thailand's Chulachomklao Royal Military Academy.
Later, he returned to Oxford to study for a Master's degree. He then taught
economics at Thammasat University before studying law at Ramkhamhaeng
University.
Failure and material hardship are not common features in Mr Abhisit's family
history. His family is a circle of accomplished individuals.
One of his two sisters is a professor of child psychology, while the other is
a leading Thai author.
Mr Abhisit's wife is a dentist-turned-mathematics lecturer at Chulalongkorn
University. They have two children.
If there are any chinks in the Abhisit armour, it is perhaps that his good
looks tend to outshine his rather bland political pronouncements.

Swami Kishor Shastri held for exploiting superstitious people

AKHIL Bharatiya Andha Shraddha Nirmulan Samiti (ABANS) activists exposed Swami Kishor Shastri, who claimed himself as the country’s famous astrologer, for exploiting superstitious citizens in the Second Capital.

Sonegaon Police arrested Swami Kishor Shastri and one of his disciples Gulab Joshi after conducting a search operation in his room at Hotel Pride on Sunday. Two gold necklaces, rings, mangalsutras, lemons,“tabijs” (lockets), Rs 51,750/- cash, a cheque of Rs 20 lakh, and four cellphones were seized from Swami Shatri’s room.

After coming from Kashi, Swami Kishor Shastri was putting up in room No.110 at Hotel Pride on Wardha Road. Swami Shastri had given advertisements in local newspapers claiming that he can solve the problem of men and women by seeing their faces and photograph without horoscope.

It was also mentioned in the advertisement that he would give Positive results regarding personal problems, business, higher education, love, marriage, divorce, politics, remarriage etc. Names of the persons and their problems would be kept secret by him, the advertisement mentioned. After reading the advertisement, Vishnu Goenka, a prominent businessman from, Cotton Market area, approached Swami Shastri. Goenka was suffering from blood pressure and diabetes.

The agents of the Swami were taking Rs. 500/- each to allow them to meet him in his room. After Goenka told him his, problem, Swami Claimed that he was a devotee of goddess Durga and can treat him.

Swami told Goenka to bring Rs 26,700/- for performing the rituals, Goenka was asked to write his name on a lemon. Then his palm impression was taken on a piece of paper.

Swami then told Goenka that he would die within a month if the rituals were not performed by him. He then assured Goenka that he would give a “tabij”(locket) to him. Swami Shastri then took Rs 2000/- as advance from him.

Goenka came out of the room and immediately alerted ABANS activists Umesh Choube and Harish Deshmukh. Choube along with other activists including Uttam Sulke, Prakash Hargode, Sunil Wanjari and Duryodhan Nimbarte, took Goenka to the police.

On the basis of Goenka’s complaint,Police Inspector Ramchandra Katole, PSI Tukaram Koyande, V.M.Mahulkar, and ASI Dashrath conducted search at Swami Shastri’s room.

Cops arrested the self-styled God man Swami Shastri and his disciple Joshi.

An offence under Sections 4,5 and 7 of the Drugs and Magic Remedies Act, 1954 has been registered against them at Sonegaon Police Station.

The news of an unusual alien-like baby born in China has received an intensive coverage in the media recently. Ms. Li Hui-Ying, a village from China’s Jiangxi Province, gave birth to a boy with frog’s eyes. The baby also had big bumps on his head and even a small tail on his bottom. The boy does not have any eating, drinking or sleeping disorders, but his parents still try to bring him to treat in the hospital. However, all the hospitals that the parents have been to so far refuse to accept the weird patient claiming that they have never had such an unusual incident in their experience.

Another shocking incident took place in Malaysia not so long ago. A woman gave birth to a baby with its eyes turned inside out. The baby has no ears and no nose, has hooves instead of hands. There can be no words found to describe the sufferings of the poor baby. Click here to see the video.

Such terrible abnormalities can be explained with the phenomenon known as Harlequin Ichthyosis. It is a skin disease, is the most severe form of congenital ichthyosis, characterized by a thickening of the keratin layer in fetal human skin. In sufferers of the disease, the skin contains massive, diamond-shaped scales, and tends to have a reddish color. In addition, the eyes, ears, mouth, and other appendages may be abnormally contracted. The scaly keratin greatly limits the child's movement. Because the skin is cracked where normal skin would fold, it is easily pregnable by bacteria and other contaminants, resulting in serious risk of fatal infection.

Sufferers are known as harlequin fetuses, harlequin babies, or harlequins.

The harlequin-type designation comes from both the baby's apparent facial expression and the diamond-shape of the scales (resembling the costume of Arlecchino), which are caused by severe hyperkeratosis. The disease can be diagnosed in the uterus by way of fetal skin biopsy or by morphologic analysis of amniotic fluid cells obtained by amniocentesis. In addition, doctors can now usually recognize common features of the disease through ultrasound, and follow up with 3D ultrasound to diagnose the condition.

In the past, the disorder was invariably fatal, whether due to dehydration, infection (sepsis), restricted breathing due to the plating, or other related causes. The most common cause of death was systemic infection and sufferers rarely survived for more than a few days. However, there have been improvements in care, most notably the drug Isotrex. Some patients have survived into adolescence and, in very rare cases, lived to adulthood

Rubinism in U.S. Will Meet Mahathirism Elsewhere: William Pesek

Nov. 26 (Bloomberg) -- Much is being made of how the next U.S. Treasury team includes Robert Rubin’s former posse.

Timothy Geithner, Lawrence Summers and the handful of other Rubinites set to run the U.S. economy have something else in common: direct experience with Mahathirism. As fate would have it, the policies of former Malaysian Prime Minister Mahathir Mohamad may make a comeback in Asia.

When Malaysians speak of Mahathirism, they are often referring to the authoritarian or outspoken ways in which Mahathir ruled their nation for 22 years until 2003. For investors, the phrase conjures up images of an anti-free-market firebrand.

The truth has always been somewhere in between. Yet the return of Mahathirism is the talk of Malaysia as Prime Minister Abdullah Ahmad Badawi’s stock falls as fast as those comprising the Kuala Lumpur Composite Index. Mahathir’s presence is again being felt by the nation’s 26 million people. His blog is getting millions of hits.

The spread of Mahathir-like policies will be of even greater interest to Geithner, selected by President-elect Barack Obama to be Treasury secretary. That’s because the U.S. may fight an uphill battle to keep Asia on the road toward open markets.

‘Mahathir Was Right’

Making the rounds in Asia these days, one increasingly hears the words “Mahathir was right” in his reaction to a regional crisis 10 years ago. Rather than join Indonesia, South Korea and Thailand in accepting International Monetary Fund bailouts, Malaysia took matters into its own hands.

As fallout from the U.S. credit crisis zooms Asia’s way, it’s an open question how governments will respond. The IMF said yesterday Asian growth will probably weaken “substantially” amid slowing demand for exports, faltering consumer confidence and a drop in bank lending.

The idea that Asia is less vulnerable to global events is dying a quick death. The IMF expects growth in Asia, including Japan, Australia and New Zealand, to slow to 4.9 percent next year, from a 5.6 percent pace predicted in October.

Let’s face it: 4.9 percent is overly optimistic in a world in which the U.S. is bailing out a single bank -- Citigroup Inc., in this case -- to the tune of $306 billion. As the U.S.’s woes catch up with the global economy, growth will slow more dramatically than is currently appreciated.

Avoiding the IMF

Faced with such prospects, Asian governments may be tempted to turn to Mahathir-like capital controls and pegged currencies. Aside from a desire to stabilize markets, doing so might enable developing nations to avoid aid from the IMF, which tends to come with strict strings attached.

Such concerns have led Turkish Prime Minister Recep Tayyip Erdogan to delay seeking emergency funding from the IMF. Escaping IMF tutelage has been a goal for Erdogan since he became premier in 2003. He chose Malaysia for his first official overseas visit and asked Mahathir how he managed without IMF loans in the 1990s.

Asia has experienced a currency-reserve arms race of sorts since then to achieve a similar goal. Korea, for example, is sitting on $212 billion of reserves, while Malaysia has stockpiled $109 billion.

There’s no guarantee Asia will turn inward. Doing so may do more harm than good for such open and export-dependent economies. Yet if global growth is headed for its worst period since the 1930s, governments will be on the spot to shield living standards.

Waning Influence

This time, the U.S. will have little leverage in Asia.

Geithner has first-hand experience with Mahathir’s policies. In July 1998, he and then-Treasury Secretary Rubin traveled to Kuala Lumpur, where they tried to persuade the Malaysian leader to give the IMF’s prescriptions more time. A day later, Mahathir announced he was giving up on high interest rates and budget tightening. He imposed capital controls and pegged the ringgit in the months that followed.

The U.S. will have zero moral high ground to counsel against such steps. In Lima last week, President George W. Bush urged governments to avoid onerous regulations, spurn protectionism and stay on the free-market path amid a “demanding” global outlook.

Such rhetoric flies in the face of efforts in Washington to bail out banks, insurers and automakers with borrowed money. It bumps up against the Federal Reserve’s unprecedented steps to print dollars.

It’s worth noting how the descendents of Rubinomics -- with its focus on balanced budgets, financial deregulation and free trade -- are changing with the times. Geithner and Summers, whom Obama chose to be director of the National Economic Council, will find it’s easier to prescribe tough medicine than to take it.

“I can’t help feeling I’m vindicated,” Mahathir said in an interview last month. In December 2002, the IMF said Mahathir established a “stability anchor” that helped the economy.

Rubin’s stock also isn’t what it used to be. He’s facing questions about his role in Citigroup’s woes and efforts to avoid regulation of derivatives while in government.

Geithner and Summers may find that the more they try to inject some Rubinism into the global economy, the more Mahathirism may push back.

Man fined $15,000 for offering to 'take care' of traffic cop

And when I see you next time, I will take good care of you.

Such a 'make peace' offering may be effective in resolving a dispute.

But in this case, it landed the person who made the offer in more trouble, because he had tried to use it to bribe a traffic police officer into letting him off for a traffic offence.

Sergeant Pah Wenxiang was patrolling along Woodlands Road at about 5.30pm on 31 Oct last year when he spotted a driver of a white car making an illegal U-turn and driving against traffic flow for 500m.

In doing so, the driver narrowly missed a collision with a motorcyclist before entering a petrol station.

The cop then tailed the driver and confronted him when the latter stopped at the petrol station.

The driver, Lim Teck Choon, a 56-year-old Malaysian businessman, told Sgt Pah he did not want to be caught in the traffic jam and wanted to return to Malaysia as soon as possible.

He even went on to suggest that it was common for vehicles to reverse and drive against the flow of traffic when there was a traffic jam.

His excuse cut no ice and Sgt Pah proceeded to inform Lim that he would be charged in court for dangerous driving and that he would be placed under arrest.

Tried to bargain

Lim tried to bargain with Sgt Pah by asking whether it was possible not to 'summon' him so 'heavily'.

Sgt Pah replied that he had no choice as Lim had committed a serious traffic offence. Lim acknowledged that he was at fault and that he could not deny this.

While waiting for the police car to arrive, Sgt Pah started a conversation with Lim, who said that he was a businessman with businesses in Singapore and Malaysia.

He added that he also owned plantations in Johor which were popular grounds for fishing and hunting.

Lim then told Sgt Pah: 'Why want to do this, be enemy. You should let me go. We can be friends. Next time you come to Malaysia, Iwill take care of you, still got benefits.'

On hearing that, Sgt Pah felt that the accused was offering a bribe, and he accordingly told the accused that it was an offence to do so.

The accused replied 'okay' and did not say anything else after that.

Still, the offer to bribe the cop landed Lim in hot water.

When his case came up before District Judge Jasvender Kaur, the judge noted that attempting to bribe a police officer is a serious offence.

But she took into account Lim's plea for leniency in this case.

First, after Lim's request of not being summoned so heavily was turned down, Lim did not persist.

Lim admitted he was wrong and that the traffic police officer was only doing his duty.

Judge Kaur said: 'I think it is reasonable to say that the accused would, in all probability, not have said what he said had Sgt Pah not started the casual conversation.'

Lim also pleaded with the judge, saying that he was a deputy chairman of Malaysian Chinese Association for the town of Kampong Jawa in Johor, and he has helped students and orphans in his constituency

As Lim had no previous records, he was spared the jail sentence and was fined $15,000 for the bribery offence.

He was fined $2,500 earlier and disqualified from driving for six months.

The prosecution has since filed an appeal against the sentence.

Under the law, those who commit bribery offences can be jailed up to five years or a fined up to $100,000, or both.

Not-Rapid-At-All KL LRT Technical Glitch Again!

Thought you had the worse experience using our public transportation? Well, it's nothing new; being run by cronies without merit at all, what choice do we have?

I had my experience of the infamous RapidKL Kelana Jaya LRT line (formerly known as Putra LRT before Scomi crony took over) at the after-work rush hour today at around 5 p.m. Not that I wanted to rush back home after a day's of hard work, but just wanted to catch Bond at KLCC. As a self-confessed driving-hater (blame the KL traffic), I always travel by the LRT. Nothing to brag about if you're in London, Paris or New York, but this is something to shout if you're in Malaysia (or more specifically, KL) as we are lazy-arses to even walk 100m away. Instead of saving time and cost (not to mention it's good for your anger management), a 12-minute trip to KLCC took almost 40 minutes! And luckily it didn't happen in the dark tunnel!

There was no attempt at all to pacify or to notify the passengers in the LRT during the technical glitch. Should have just shut down the whole station already, but instead, people were still coming in and queing up innocently. Yes, there was a sign and some announcements in Malay and English, but there were so pathetic as if nothing serious happened!

Oh well, this is not new. To steal and modify a quote from President Obama's victory speech:

“If there is anyone out there who still doubts that Malaysia is a place where all things are 'possible', this evening is the answer. Yes, we 'can'."
